The Heart of Camden (HOC) is a multi-faceted community developer that uses affordable high-quality housing platforms to rebuild neighborhoods. Started in 1984 by our founder, Msgr. Michael Doyle, of Sacred Heart Church, the Heart of Camden’s mission is to restore dignity and quality of life through programs of housing restoration, economic expansion, and human development. We believe families thrive in neighborhoods with core community assets and strong family supports. Today, HOC is proud to be a part of the transformation of the Waterfront South neighborhood of Camden City. The neighborhood that we call home. This historic village was settled in 1851 and once housed large shipbuilding and other industries. The neighborhood, like many inner city communities, suffered steep decline as families moved to the suburbs, industrialization plummeted and social unrest took hold. Despite these challenges, Fr. Michael Doyle saw the promise and beauty of Waterfront South and set about supporting its revitalization.
Since its inception, the HOC has built and rehabilitated homes for over 350 Waterfront South families, developed a flourishing arts & cultural district, and collaborated with partners on cleaning and greening the neighborhood by building new play spaces and providing access to the beautiful Delaware River waterfront. The Heart of Camden’s unique model engages residents, community leaders, and volunteers to add resources, create and implement neighborhood programs, offer valuable insights, and support children and families. Thanks to their hard work Waterfront South is truly a thriving community and a great place to call home!

Charlie Bernier, along with Gloria Forbes and Rick Eckert, assumed ownership of this independent firm in January 2001. Their combined vision was to bring national account services to all of their clients cost-efficiently, and they have been doing so ever since.
Under the present leadership, ECBM’s client-focused approach has allowed the firm to grow significantly. ECBM knows it is important not only to develop service capabilities but to create standards and methods for monitoring consistent delivery of the services it promises to its clients.
